17 July 2020
Ant Yapi LLC, the Russian representative office of the Turkish construction company Ant Yapi, received a contract for the reconstruction of the terminal complex of the Novosibirsk Tolmachevo airport (part of the Novaport Group of Companies).
The contractor must complete the first phase by 2022. Ant Yapi will fulfill them for 13.6 billion rubles. with an initial cost of 14.2 billion rubles. To carry out the entire program of modernization of the air terminal with a total investment of about 20 billion rubles. Novaport plans by 2025. Experts do not rule out revising the timing of the project as a whole, given the slow recovery of passenger traffic after the restrictions were lifted due to the COVID-19 pandemic. According to their estimates, the airport may take up to three years to return to pre-crisis levels of passenger traffic.
Tolmachevo Airport has summed up the results of the tender for the selection of a contractor to perform work on the first stage of reconstruction of the airport complex of international / domestic airlines. The purchase was announced in the form of open negotiations in November 2019 with an initial contract value of RUB 13.5 billion. In March 2020, the cost was increased to 14.2 billion rubles. The press service of the airline then told Kommersant that the changes were related to clarifying the provisions of the project documentation. It was planned to sum up the results of the competition at the end of January, but the date was repeatedly postponed due to changes in the documentation.
In total, seven applications were submitted for participation in the competition, of which three were allowed to participate in the negotiations: LLC Siasisi rus (Moscow, part of the China Railway Construction Corporation), LLC Limakmarashstroy (Nizhny Novgorod region, part of the Turkish consortium Limak- Marashstroy) and Ant Yapi LLC (Moscow, part of the Turkish construction holding Ant Yapi). The latter was declared the winner of the purchase. The company offered to perform work under the contract for 13.6 billion rubles. Siasisi Rus and Limakmarashstroy offered 13.7 and 13.9 billion rubles. respectively.
Ant Yapi is one of the largest Turkish construction companies established in 1991. A year ago, as Vedomosti reported, the company's orders were estimated at $ 4.7 billion. In Russia, the company implemented projects for the construction of the Domodedovo airport terminal, Moscow City facilities, the Olympic Village in Sochi, etc.
The first stage of the Tolmachevo passenger terminal with an area of 56 thousand sq. m should be built by September 1, 2022. The implementation of the second stage of the project is expected after the completion of the first stage of construction and the commissioning of a new terminal complex, said the general director of the airport Evgeny Yankilevich to Kommersant. The airport plans to fully complete the reconstruction by 2025. By this time, as planned, the passenger traffic of Tolmachevo will exceed 10 million people a year (in 2019, Tolmachevo airport served 6.7 million passengers). Novaport's investments in the project will amount to about 20 billion rubles. As a result, the total area of the terminal complex will double - from the current 50 thousand square meters. m up to 100 thousand sq. m. The capacity of the terminals of domestic and international air lines should also double. Now it is 3.1 thousand passengers per hour.
“The management and shareholder of the airport are confident that by the time the construction of the terminal is completed, domestic traffic will recover and reach the previously predicted volumes. Therefore, the first stage of the new airport complex, which is being implemented, which is designed to a large extent for servicing passengers of domestic airlines, will be in maximum demand, ”Yevgeny Yankilevich told Kommersant. He also expressed confidence in the restoration of international flights at the time of completion of the first phase of construction.
“The key risk of the implementation of such a project is related to the fact that its parameters are correlated with the number of passengers served on domestic and international lines. The corona crisis in air travel has resulted in a dramatic downturn in the industry and colossal financial losses. However, now with the opening of a number of international destinations, we are seeing a very high demand for air transportation, ”says Oleg Panteleev, executive director of the Aviaport agency. According to him, the airport will lose about 2.5-3 years before returning to pre-crisis levels of passenger traffic. In general, no major changes in the structure of passenger traffic are forecasted yet, the expert says. “The terminal for internal lines in Tolmachevo has become cramped for a long time, and now is the time to reconstruct it. Now there is no reason to significantly shift the dates and revise the parameters of the project. The question is so that the company can attract financing for these works on conditions that are attractive to itself, ”says Mr. Panteleev.
Even taking into account the complex of problems for airlines and airports associated with the pandemic, the prospects for growth in passenger traffic at Tolmachevo Airport in the 2022-2025 horizon look very optimistic, and the target level of 10 million people per year is likely to be achieved, if not in 2025. then by 2026–2027, says Mikhail Burmistrov, General Director of Infoline-Analytica. This determines the economic efficiency of the implementation of at least the first stage of the project for the reconstruction of the airport complex, he says. “As for the second stage, its beginning and completion may be shifted by one to two years due to a smoother increase in passenger traffic and taking into account the possible risks associated with the second wave of the coronavirus epidemic and a delay in the development of an effective vaccine,” the expert said.
Alexei Antonov, chief analyst of the Alor Group of Companies, does not exclude that the second stage of the terminal reconstruction may be shifted in time if the results of this year will lead the airport to a minus. “Serving international flights makes up a significant part of airports' profits. Tolmachevo is no exception. Due to the extremely slow opening of borders for air carriers, the owners of the airport run the risk of having to cover the falling costs from their own reserves or borrowed funds, which may hit the implementation of the reconstruction project, ”he believes.
